Lavumisa Project Overview

Introduction

This is a Capacity Building for Lavumisa Irrigation Development Project implemented by Swaziland Water and Agricultural Development Enterprise (SWADE) who was co-funded by SADC / DANIDA Regional Water Sector and the Government of Swaziland. The project’s main objective is to make farmers and the households in Maplotini capable of sustaining and improving their livelihood. It is expected that it will demonstrate benefits of applying the Integrated Water Resources Management principles in community development using water as a catalyst. The project was officially launched on the 22 August 2006 and the expected completion date is 31 January 2009.

The following are the project outputs which will be monitored going forward.
* Capacity Building, for the whole community and for their business entities
* Potable Water for 135 households
* Sanitation for 135 households
* Communal Garden for 63 non-Cooperative members
* Nursery Establishment for 135 households

The other components include:
* Sugarcane expansion by 50ha and improved management of 184ha ratoon crop
* 80ha - Individual plots for 72 Coop members
* Sustainability – Community Development Plan, Environment Management & Adoption of Maplotini Institutional framework

Project Beneficiaries
There are currently 135 homesteads in Maplotini counted and confirmed by the inner council. The area population is estimated at more than 800. Seventy-two heads of homesteads are members of the Cooperative and the other 63 are members of the newly formed communal garden scheme, Zondamavila Farmers Association. The project further seeks to include vulnerable groups, in particular women, the poorest, HIV/AIDS victims and other handicapped as beneficiaries thus ensuring genuine poverty alleviation and gender equity. The youth of the area has been mobilized and formed them into a legal entity, Khethabahle Investments (Pty) Ltd. They recently successfully completed a block making tender for the VIP toilets project.

3. On Farm Development – Farmer contribution E6,742,746.00

Project Success Indicators
The following project indicators have been discussed with stakeholders and summarized as short term and long term success indicators:
Short Term Success Indicators:
* All 135 homesteads having access to potable water and sanitation
* At least 27 homestead plots cultivated and producing crops
* Sugarcane yields improved from the current 83 tons/ha to 100 tons/ha in the 2008/2009 harvesting season
* Total area under cane increased from 184 hectares to 234 by April 2008
* 91 hectares of other crops grown by Maplotini Cooperative
* At least 40 hectares of Coop member vegetable blocks in production
* 10 hectares of non-coop members (Communal Garden) in production
* Developed a community development plan with short and long term objectives

Long Term Success Indicators:
* The community running sustainable income generation
* projects with minimum assistance from government and donors Sugarcane loan paid off in seven years
* Few or no homesteads surviving on donated food
* Properly resettled community and land use plan implemented
* Agreed on institutional framework implemented
* Availability of community services
